Should be obvious that when I ask for recommendations, I am looking for something that has an acceptable result. Sure, Word can open it, even Notepad can, but the result is not very pleasing to the eye (to put it mildly)

There is nothing wrong with the PDF I just tried to open in Word, but it obviously depends on the PDF. If you are not more specific and tell us what is wrong with a suggestion, we can't guess what exactly the problem is. You don't even say if the PDF concerned is text- or image-based.

I have tried some of the options including the ones here and https://www.sejda.com/pdf-to-word has converted my file keeping the formatting consistent.

Some CAT tools have the ability to convert PDF to DOCX. I'm particularly impressed with DOCX files created from PDF files by Trados. Some CAT tools only convert the PDF to plain text, but others create a DOCX file and then translate that.
Word 365's conversion is often quite acceptable, depending on the PDF file, of course.
Abbyy FineReader does a relatively good job, although the results are sometimes better if you tweak the settings and select individual blocks on the page manually.
And there are online converters, of course, which I'm sure you've tried.

Convertio works fine for me and has helped me several times to convert PDFs into editable Word files.
