I believe it is the first one, 'Crew Education and Training Center'. You would not use the plural in this expression. I just cannot explain why.

The word "crew" acts as an adjective and is therefore invariable.

Atil, I agree with you. Crew sounds quite right here. Trying to overthink it grammatically will lead one to all sorts of inconsistencies. For example, an institution of tertiary pedagogical training is referred to as a "Teachers College", not a "Teacher College", so go figure...

I should have said that *some* are referred to as teachers colleges (although my point still stands, since nobody calls it a teacher college AFAIK). Of course, Teacher Training College sounds fine too.

This explanation is frequently repeated but I think it creates more problems than it solves. English (like other Germanic languages, Semitic languages, and many others) has the ability to put nouns together directly as a "noun compound", and there is a weak rule in English (with exceptions) that the first noun of a noun compound needs to be singular.
