You can switch to Polish like so: go to the main screen, click ☰☰, then click Preferences, then click Appearance. There is also a Latvian translation inside CafeTran but there's no way to switch to it from within CafeTran. If you'd like to volunteer to translate CafeTran into another language, you should contact the developer. AFAICT, the UI is about 4200 words long.

No, CafeTran is not available in Chinese. It is only in English and Polish (and potentially in Latvian, but only if you rename some files inside the JAR file).

CafeTran in English:
cafetran in english

CafeTran in Polish:
cafetran in polish

CafeTran in Latvian (incomplete):
cafetran in latvian

In CafeTran's JAR file, the English file renamed to "Bundle_pl_PL.properties", and lowercase vowels changed to "x", with "Polish" selected in CafeTran:
cafetran in x-english
