I agree that it is often quite difficult to decide between management and administration for förvaltning. When faced with it I tend to try to visualise whether the sentence is really about the "nuts and bolts" of an operation, which I would say is "administration/administrative", or about its "management". I would translate your example sentence something like this (off the top of my head, subject to improvement!):
The model we use for administrative work builds on the concept of the head of administration working with the operations management in a flowing team exercise that supports constant improvement.

Good and difficult question! Management works in many cases, but not all, as you already indicated.
förvaltningsarbete = management
förvaltningsgrupp = the management
operativ förvaltning = operations management
förvaltningsstöd = administrative support (?)
(ledningsstöd = management support)
förvaltningskostnader = administrative expenses
offentlig förvaltning = public administration

: OK. completelly agree. My recommendation would be to use in connection with activity the term (business) administration and in connection with people rather management, managers, etc..

I would use management if there is a portion of active future looking part in the activity, passive paper shuffling goes under administration.
Discussion
In general, I'd propose straightforward translation:
förvaltningsarbetet = the (system/network etc...) management work
förvaltningsledaren = the (...) management leader
operativ förvaltning = operative (...) management
Just make sure it is clear from the context that "management" is in the sense of "förvaltning" and not "leading/leadership", for instance by qualifying the word in the way I suggest above.
