Sorry, I can't explain this well in Russian.
It's a large vat (бассейн?) of water. A person (often a public figure doing this for charity) sits on a sort of "diving board" above the tank. People pay for an opportunity to thrown a ball at a target. It the ball hits the targe, the board retracts and the person falls into the tank, to the amusement of all

I believe this was also used as a form of public punishment in the colonial era of the US, and
this may be the more likely intended meaning: a person would be strapped to
such a \"diving board\" and lowered into a бак с водой until they were gasping for
air.
