This is a typical beginning of a letter, however there are variations in different cultures.
In some come cultures the proper way to say is: "My dear colleague" or "Our dear colleague", in other cultures you use a different ending if you address a male, and a different one if you address a female colleague. In some other cultures, a different variation is used when the speaker (the writer of the letter) is one person and another variation if more than one person sign the letter. What would be the variations in Bahasa Indonesia, if any?

rekan-rekan sejawat
rekan (singular) is genderless, so is rekan-rekan (plural), regardless whether the letter is signed by more than person. The addition of "sejawat" is a variation used to address persons who are working in the same office, company, agency, department or ministry as the speaker/writer(s).

Dengan Hormat,
This is a salutation in formal way. Every format letter will be in use of this salutation, whether the addreessee is a woman or man. Another expression is Salam, (this is informal one). Sure there are some ways to make salutation informally.
