The respective welfare regime and Continuing vocational training system in a country may not per se be integrating, in the sense that there are only minimal selective measures channelling people into different streams according to measurable achievements. But even where this is the case it is always an official policy aim to prevent the exclusion of the disadvantaged.
In any case should efforts be supported to prevent people without a job from being excluded from the mainstream?
