We have a lot of work in front of us. Two things I want to flag in particular, quite obviously having passed the resolution to move forward with the new gTLDs, we have enormous amount of work in execution. That will be, as we have said many times, a challenge ***all the way up and down***. Heavy burden on the staff, heavy burden on the community, heavy burden on the board to execute what's in front of us that we have committed to, and undoubtedly there are extra items, rough edges, loose ends that will come up that need to be dealt with even while we're proceeding deliberately and rapidly down the defined path.

Reason why, to me it is not a question of " du bas jusqu'en haut de la hiérarchie" is because
1- The speaker, immediately after, says: "Heavy burden on the staff, heavy burden on the community, heavy burden on the board" (he/she names staff and board, therefore what is the point in repeating the same notion? And THEN he/she refers to the community which IS NOT part of the company, it is larger. It affects the company, the place where the company is situated, and most likely the contractors and the local economy. So these are 2 different arguments)
Further he/she says:
"while we're proceeding deliberately and rapidly down the defined path."
It means that it refers to the path taken while the plan is being implemented.
HENCE: "Du début jusqu'à la fin."

un vrai défi, en haut comme au bas de l'échelle

à mon avis il parle de la hiérachie que ce soit dans la compagnie ou dans la communauté, que ce défi va toucher...
