EUR/CHF has repeatedly taken out our near-term downside targets as it makes its way to parity which does not seem like an unreasonable medium-term objective. We are trailing our stop to 1.1300 and following the trend lower to 1.0910 next especially as Eurozone spreads (Italy-Germany) continue to widen to fresh highs.

Il ne s'agit pas d'un "trailing stop" (seuil de déclenchement à la baisse), mais d'une variation de valeur de seuil "we are trailing our stop":
le seuil précédent était trop haut on le descend à 1,13, avec un seuil bas à 1,09 pour suivre la tendance qui pourrait à moyen terme arriver à parité (1,00), il pourrait d'ailleurs s'agir d'un ordre stop suiveur (2e référence) en valeur (chandelier stop) bien que le texte ne le précise pas

A Swiss economic agent gave an order to buy euros so long as the EUR/CHF exchange rate is below 1.13. That rate is called stop exchange rate. 'Taux de change butoir/limité' is the French for stop exchange rate.
The text is saying that the EUR/CHF has not fallen fast enough to meet its near term target. Swiss Franc is now in parity with the Euro. So the order originator can conclude that the EUR/CHF is still on track, i.e., lower than his/her/its stop exchange rate (buy low to sell high)
