Even though he didn't give a translation, Mr. Touitou deserves the credit on this since he was the first to give the proper definition.
A clocher a peigne is a belfry with open arcades (think about the movie Vertigo). Have you ever seen a Romanesque (Norman if you're British) church with a bell wall? And if that does exist, it would have been called a clocher mur, not a clocher a peigne.
