I belive i Telle is right: The seller means to say, that he wants the buyer to pay for the service persons traveling and accomodation costs; alternatively he is ready to do the job gratis, provided the
buyer brings the tractor to the main office etc. for repair.
(I don't claim this is Good English, or even acceptable biz manners)
