and the full text of the report's recommendation is:

9. Recomanació: L’Administració de la Generalitat ha d’impulsar, com defineix el PRI 2010-2013, un programa ambiciós talent-empresa que faciliti, mitjançant la cooperació publicoprivada, la incorporació i retenció de talent creatiu, científic i innovador, especialment en les PIME **per tal d’incrementar la capacitat absortiva i d’ús del coneixement**. Aquest programa haurà d’estar coordinat amb l’estratègia “Doctorat 2020” que el mateix PRI 2010-2013 esmenta i que sembla urgent que es concreti amb un diàleg entre tots els agents implicats per fer que el doctorat tingui un major impacte socioeconòmic.

"Capacitat absortiva" seems to have a biological connotation in medicine in both Catalan and Spanish, but that meaning probably doesn't fix with this context, which has to do with talent recruitment and retention. Perhaps it simply means "retention"?

As for "ús del coneixement," this is the only time it shows up in my text, which frequently talks about "gestió del coneixement." My guess is "use of knowledge" (cf. Friedrich Hayek), but I'm not certain it fits in this context.
