How I understand the verb just doesn't seem to mak sense in this context:

Un departament amb la responsabilitat de promoure la creació d'empreses dins la universitat ha de ser, sobretot, dinàmic. Això vol dir que quan contacteu amb nosaltres, amb l'interès de crear la vostra empresa, el més important que us oferirem és un itinerari dissenyat específicament per aconseguir que el pas de la idea a l’empresa es faci de la manera més segura possible.

L'etapa final d'aquest itinerari és l'arribada al mercat del màxim d’iniciatives amb possibilitats d'èxit. Creiem que la durada d'aquest itinerari abasta de tres a cinc anys.

Inicialment es realitza una filtració a partir de la qual es decideix si la iniciativa de l'emprenedor ***s'ha de dirigir cap a*** un servei cientificotècnic, a un centre de recerca, o a una empresa “Spin-off”.

En el cas que el resultat sigui una empresa “Spin-off”, s'iniciarà l'itinerari que conduirà a l'emprenedor cap a la realització de la seva empresa.

I would normally assume it meant "should be aimed at" or "should target", but the logic of the text makes me think it should be saying "should be managed by". Or am I missing something?

Here's what I've currently got (first draft):

The main attribute of a department responsible for promoting business creation within the university must be innovation. This means that if you contact us with a view to setting up a business, the most important thing we can provide you with is a strategy designed in order to make sure the transition from an idea to a business runs as smoothly and as risk-free as possible.

The final part of the strategy looks at reaching the marketplace with as many initiatives as possible that are likely to be successful. We believe the strategy should provide a plan for between three and five years.

Following an initial filtering process, we decide whether the initiative de l'emprenedor s'ha de dirigir cap a un servei cientificotècnic, a un centre de recerca, o a una empresa “Spin-off”.

En el cas que el resultat sigui una empresa “Spin-off”, s'iniciarà l'itinerari que conduirà a l'emprenedor cap a la realització de la seva empresa.

focus on creating

It seems to me that a good translation would be something along the lines of:

...decide whether the entrepreneur's initiative will focus on creating a scientific-technical department, a research centre or a spin-off company.

Maybe even "lead to creating".

In any case I think you deifnitely need creating (or something along those lines) in there somewhere.

should be directed toward

whether the entrepreneur's initiative should be directed toward (the creation of) a research center...etc.
