No, it does not mean this. Rather, it means that the sentence issued by the lower (primary) court and appealed before the court of appeal has been confirmed and endorsed by the court of appeal, so the sentence issued by the lower court remains valid and in full effect.

the sentence was upheld by an appeal.

by an appeal, here as adverb of appeal.
uphold (upheld) are normally used, but other terms can replace it.

The decree was upheld by the court of appeal.

Because when a legal separation is appealed, the decree is upheld by the court of appeal.
