The situation is as follows: I have a birth certificate where the doctor (obstetrician) delivers a baby. Then the doctor issues a birth cirtificate. Then, a Ministry of Health
official puts his seal and write "Ousadeqou ala Sihhat al gha.... of Dr. xxxxxxxxxxxxxx

0Of course this is in Lebanon. I just can't figure out what word would start with "ghar" (The "a" is a fatha") and complete the meaning. One translator
(before the smudging of the letters) had translated it as "this follows the legalization
of the Ministry of Public Health". This does not sound right to me...
