• Pole gain hardware that is bolted to the pole to create a flat surface to which the wood arm or
structure is then attached

Na podstawie podanego kontekstu + patrz w dyskusji. IMO tutaj groundman = framer - synonimy, więc po polsku jedno określenie wystarczy do celów tłumaczenia. Możliwe, że w różnych stanach US używane są różne określenia na ten sam zakres obowiązków.

Tutaj http://www.tanc.us/chap5_picture.html na pierwszy (kolorowym) zdjęciu widać "transmission tower" - czyli WIEŻĘ (w polskiej terminologii: maszt) na pewno ze stali, a na drugim zdjęciu widać słup - na pewno z drewna.

2. Czy Job Description w pytaniu zawiera któryś z wyrazów: wood, wooden, timber itp.? Nie widzę. Co najwyżej: Clears undergrowth from right-of-way by using hand tools or saws - czyli usuwanie niskiej roślinności z użyciem pił. Cała reszta opisu IMO pasuje do odkreślenia "robotnik ziemny" o szerokim zakresie zadań (pomocnik montera, kierowca itp.), ale na pewno bez ciesielstwa.
Poza tym wyobrażam sobie (zgaduję), że w Stanach Zjedn. drewniane słupy do linii energetycznych są wytwarzane w tartaku albo bardziej wyspecjalizowanym zakładzie przetwórstwa drewna (suszenie, cięcie na wymiar, impregnacja, itd.), a nie cięte, heblowane, szlifowane itd. dopiero na placu budowy
