Since the government wasn’t running large deficits, government debt burdens (government debt as a percent of incomes) fell, while private debt levels were in line with income growth, so debt growth was in line with income growth. The decade ended in a financially healthy position, with prices discounting relatively modest growth and low inflation. The 1950s and the 1960s were also a period in which middle-class workers were in high demand and prospered.

Если я правильно понимаю, речь идет об инертности участников рынка - нереагировании, игнорировании меняющихся условий. Но в примере с ценами формулировка неясна.

У глагола dicount есть значение "reduce the effect of (an event etc.) by previous action", "to make allowance for bias or exaggeration in", "to take into account (as a future event) in present calculations". В наших словарях есть такие толкования: "предвидеть неблагоприятные обстоятельства и стараться ослабить их действие", "действовать в ожидании изменения конъюнктуры рынка (to discount the market)".

В вашем контексте можно перевести примерно как "готовиться к чему-л., ожидать/учитывать/принимать в расчет что-л." и т.п.

- with prices discounting relatively modest growth and low inflation = цены отражали ожидания относительно скромного (экономического) роста и низкой инфляции
- the markets discounted very high inflation and low growth = на рынках царило ожидание очень высокой инфляции и низкого роста
