Termin "empanel" i jego pochodne odnosi się zwykle do ławników (jury) ale wiedziony pamięcią i intuicją znalazłem również przypadek użycia go wobec składu sędziowskiego: "the Board or a three-judge Circuit Court empaneled under Va. Code § 54.1-3935...". Użycie go jest o tyle dogodne, że pozwala zachować strukturę tradycyjnej polskiej formuły. "Before" [nazwiska sędziów] jest strukturą czysto angielską ale jej użycie wymaga przejścia na angielską strukturę tej formuły, co jest możliwe ale uciążliwe i pracochłonne.
