The Chinese phrase means the deadline for participating in the survey has already expired. But I'm not sure how it exactly fits into the context.
If the intention was to convey that a particular survey session has run out of time, then the Chinese translation wasn't done very well IMHO.

weiwei, in the case you can tell from the context that it refers only to one particular session, I would suggest translating it as "session has expired"
