I haven’t charged per page for some time and then I didn’t give discounts for short pages as assignments were always invoiced dividing by 1,500 the total number of characters without spaces of the source language text.

In over 50 years, I've never worked in a situation where translators were paid by the page.
I have actually lost work because I have never bid on per-page projects. The terms that Teresa mentions seem reasonably fair. If the source text is in hard copy, then the count would have to apply to the target language.

The way I look at it, the differences that arise from these imperfect systems average out over time -- just as some jobs are easier than others.

This can be risky as a bid per page (unseen) may be for voluminous pages that may contain as many as 750 words, which for my language (Japanese) is roughly the equivalent of 3 standard pages. This has happened to me several times. I bid for a 250-word page only to find that many of the "pages" contained as many as 500 to 750 words. When I pointed this out to the agency and demanded fair payment, they stopped communicating with me. Many agencies will ask you for your "rate per page". It's better ... It's better to stonewall them and give them your rate per word. As a sidebar, I was recently asked for my "rate per hour" for translation. I responded that I translate roughly 750 words per hour and my fee is $0.10 per word. They wanted to pay me $25 an hour which would be $0.03 per word. I have had to quote in pages for direct clients before and explained that I would define a page as 1800 characters including spaces. I told them if they wanted me to give them an exact quote, then they could send me the documents in advance and I'd calculate the price. They couldn't do that, so I just defined a page as 1800 characters including spaces and wrote in the quote that I would charge according to the actual number of pages translated.
