Source text - English Over the course of the evaluation and testing of internal control operating effectiveness, identified control deficiencies, or vulnerabilities. A deficiency identified in internal controls over financial reporting and operations exists when the design or operation of a control does not allow management or employees, in the normal course of performing their assigned functions, to prevent or detect misstatements or error or fraudulent activities on a timely basis. A deficiency in design exists when a control necessary to meet the control objective is missing or an existing control is not properly designed so that, even if the control operates as designed, the control objective would not be met. A deficiency in operation exists when a properly designed control does not operate as designed, or when the person performing the control does not possess the necessary authority or competence to perform the control effectively.
Translation - Dari در دوران ارزیابی و آزمایش موثریت کارکرد کنترول داخلی، شرکت مشورتی کمبودهای کنترولی یا آسیب پذیری ها را تشخیص داد. کمبود در کنترول داخلی در عملیات ها و گزارش دهی مالی زمانی موجود است که طراحی و اجرای یک کنترول به اداره یا کارمندان در جریان اجرای وظایف محوله شان اجازه نمی دهد تا اظهارات نادرست یا خطا یا فعالیت های متقلبانه را به موقع تشخیص دهند. یک کمبود در طراحی زمانی به وجود می آید که کنترول لازم برای دستیابی به هدف تعیین شده میسر نباشد یا کنترول موجود بصورت درست طراحی نشده باشد، طوری که حتی اگر کنترول طبق طرح موجود عمل کند بازهم هدف کنترول برآورده نگردد. کمبود در عملیات این است که گاه کنترول درست طراحی شده اما طبق پلان اولیه عمل نمی کند، یا مجری کنترول از صلاحیت یا لیاقت لازم برای اجرای موثر کنترول برخوردار نیست.
