Hola! Sin saber aún qué significa nb, yo pensaría que el 2% se refiere a un porcentaje del total de habitaciones. Es decir, que mínimo un 2% debe cumplir con estos requisitos.
Como el texto pone "2% or 2nb" 2nb debe significar alguna medida alternativa que no es porcentual pero que establece el mínimo de habitaciones que debe ser así.

@ Silvia Absolutely not! You should make a note of it in your text or send your client a note that there is an error in your text. "Earring" makes no sense in this context. Earring is a piece of jewellery!

Thanks Silvia Note, however, error in the English text "earring" should be "hearing" (hard of hearing, i.e. almost deaf).

Es un manual con las especificaciones para contruir un hotel y esta parte se refiere a las personas discapacitadas.
Todo el párrafo dice:

or 2nb). They shall also allow use by hard of earring or poor

My guess:

Minimum 2% or 2nb --> minimum 2% (of all rooms) or 2 rooms (absolute minumum).

So, a 300-room hotel would have 6 'wheelchair' rooms, and a 5-room hotel would have 2.
