Kalimat lengkap adalah: "Pas foto ini sedapat-dapat bersifat keharusan" dan muncul di buku nikah di bawah foto kedua mempelai. It seems to mean "as far as possible it is obligatory", which sounds strange in English and seems a bit of a contradiction. I'm wondering if there are special circumstances in which the photo is not obiligaory. If I understood better when it is not mandatory, I might know better who to express it in English.

A picture should be provided whenever appropriate.
It is up to the translator whether to retain the nuance of such a "non-mandatory" obligation, typical of Indonesian, or decide to be bolder and more direct.
sedapat-dapat bersifat keharusan means if you are a normal person, you have to provide your picture. However, we have to acknowledge that some people may not be too willing, e.g. girl that have big scar across face ("codet"), or man who loses his nose, etc.

I think the appropriate phrase is 'obligatory at best.' Sure, this sounds as if that the photograph is actually required.
An alternative is perhaps 'required but not obligatory.'
