Pihak yang berwajib di sini, karena ini SKCK, adalah polisi. Jadi, boleh diterjemahkan menjadi Police atau jika terjemahan literal lebih disukai, boleh pakai: Law Enforcement Agency, sebab polisi memang aparat penegak hukum.

Maksud "terlibat/berurusan dengan polisi" di sini adalah menjadi tersangka dalam suatu perkara pidana. (Sekali lagi, ini karena SKCK mengurus catatan kriminal; kriminal = pidana).

Jadi, boleh diterjemahkan ke "suspected of any crime".
