This is how I understand it.I do think that the customers are bound to a contract of some sort.

Sorry, postpaid and not post-paying!
Most of the main mobile operators world-wide have been offering prepaid price plans for customers, as an alternative to the traditional postpaid (contract with monthly subscription) plans.
