In the end I went for 'budget cuts' and translated the sentence thus: But the EUR XX billion in additional budget cuts instead of the tax cuts promised when the present government was formed have had the effect of stifling domestic demand. In this context one could also say 'cuts in public spending' (which might almost be better). |
