Efectivamente "& +punto y coma" significa "y".
No pongo el signo del punto y coma (;) no sea que salga sólo "&", que es lo que se pretende en el lenguaje HTML ;-)
"amp" = ampersand
"ampersand" es el nombre que se da al signo &
Se pone así para no poner "&" sólo en HTML pues daría lugar a confusión.
Esta es la explicación:

"The reason that your browser is displaying '&' and '£', as
it should, is that it knows that **the entity reference '&' means

Prueba a ponerlo aquí como yo hice antes y verás que al salir la respuesta sólo sale "&", ¡magia potagia!
Me ha pasado con el encabezado de mi respuesta y por eso he puesto "punto y coma" en vez del signo.

: Hm... No, en este caso es simplemente que le dieron para traducir un texto que contiene aún códigos HTML (el código de "&", o sea, "&"), aunque nominalmente debió ser "&", con punto y coma.
