Essentially a type of pension with a guaranteed minimum (floor) and a variable top-up (offset). There's a definition of it here:

The only reference I could find to it in Spanish is here:

As you can see, they've translated it as "plan de piso y desplazamiento", which I suspect they've just made out and sounds a bit strange to me. Maybe you could leave it in English with a brief explanation in Spanish, along the lines of: 'pensión tipo mínimo/compensación (or suelo/complemento).
