I agree with you and that is why I posted my question. Actually, it is an exerpt from the document.

Hi Lydia, it is difficult to know exactly what is meant here as the text doesn't say who the agendas belong to or what they are competing with. Does it mean that different organisations have competing (conflicting) agendas, so that their actions oppose each other? Or does it mean there are competing agendas within an organisation which which prevent them from acting effectively and efficiently? Or does it mean that the agendas compete with something else which is not an agenda? Any clues would be helpful.
