Según lo entiendo se refiera a las tareas de un asistente del calificador de riesgo (que seria el Underwriter) para colaborar en la evaluación del caso, antes de aprobar la póliza y emitirla (también incluye la tarea de calcular la prima adecuada al riesgo).
Por otro lado, post-bound serían las posteriores a la contratación, por ejemplo, cuando se presenta el reclamo por un siniestro.

vinculante / compromiso

La traducción para "binding" en derecho es "vinculante". En este caso hay un significado particular en la industria de seguros, que se puede ver en estas definiciones:

Pareciera que en este caso se refiere a actividades que se realizan con el cliente antes del establecimiento formal del compromiso y actividades que se realizan después, "binding" entonces sería el acto de contraer el seguro formalmente, de vincularse o comprometerse.
