There was no one in the entire machinery of government who knew that working on board ships do not require passports but a seaman’s book. The team that was sent to the UAE to verify the existence of these jobs did not know what to look for and were probably wined and dined by co-perpetrators of the scam to distract them from finding out the truth. The migration process of Kenya did not contain a verification system much less a system of accrediting foreign principals. Overall, this exemplifies the importance of developing the capacity of **beneficiaries** to understand what the whole international labour migration process is all about and the job that it requires. The development of migration forms, systems and procedures is not a matter of always doing more, but more of the right things.

Discussion
The administrative and legal functions that were operationalized by the Kenyan government from the recommendations emanating from these three ILO sponsored workshops failed to meet the challenge hurled by a foreign principal from the United Arab Emirates (UAE) who claimed to have 10,000 jobs on cruise ships for qualified Kenyans to be recruited through a local licensed recruitment agent. This was openly advertised in nationally circulated newspapers and even the Minister of Labour made representations with the Ministry of Interior which issued passports to facilitate and speed up the process of all applicants for this job order.
People lined up to apply for their passports and the foreign principal even publicly accused the government with lack of cooperation due to the slow processing of passport applications which could jeopardize the hiring of Kenyan applicants. The Kenyan government sent a team to the UAE to check on the veracity of the offer and this team was led to believe and thus confirmed that there were indeed such job vacancies.
However, with doubts still lingering in the air, a second mission was surreptitiously sent to the UAE and this time around, the team reported that the whole incident was one big scam. But by this time, hundreds of applicants had paid out monies and the perpetrator of the scam had vanished into thin air. The “Cruise Ship Affair” as it eventually came to be called, exposed Kenya’s migration system as very vulnerable to the challenges and vagaries of international labour migration. Despite the administrative and legal functions that had been operationalized by the Kenyan government from the recommendations emanating from these ILO reports and related workshops, these were not complete to ward off such an attack on its system.
