These abbreviations are again from a table that belongs to a larger form recording dues paid, health insurance and moves of address for one member. I'm uncertain of the organization as there is no title to the form and no organization name. The abbreviation in question is in a health insurance column. In a corresponding cell, there is a long list of years. There is no title for the column in which the abbreviation in question appears, but the cells which precede it read "§ 11 bevis" (§ 11 certificate), "Helbredsundersøg. udsat til" (Health examination deferred to), "Tilskr. vedr. optagelse" (Additions regarding admission), and then "Indb. komm. best."
I'm stumped! Any ideas would be much appreciated.

What do you do when either would fit? In both cases there would have been communication between whatever organization this is and the municipal council.
May I suggest that you try looking at Retskrivningsordbogen at http://retskrivningsordbogen.dk/ro/ro.htm?q= entering the abbreviation without the full stop. In that way you will get the list of words that start with your abbreviation (you can go to the next page in the list by clicking the forward arrow at the top). At least you will then get an idea of which words could have been abbreviated.
In this particular example, Indb. might as well be 'indberettet'.
