In my humble opinion, it's a textbook.

I believe you don't have to translate the 精修.
bec. a seafaring guidebook definitely will teach you seafaring skills to help you improve.

By the way, manual is also ok. manual is a how-to-do-it book. A pocket size manual is called a handbook, although, a lot of handbooks are not pocket size. Guide book used to be traveling guide book, however, nowadays, a lot also used guidebook interchangebly with manual.
Try searching for Teacher's manual/guidebook/handbook.
