An emission is usually an issue or issuance in my book, but the doesn't add up to something that makes sense to me in this context.
This is the header for a graph, that is supposed to help explain why it will be harder to get a loan in 2008, why there will be more bankruptcies, and so on ...

If the terms were revesed it would make sense (credit issues that pay premiums ....) , but I doubt this is a typo - the document is pretty much perfect.

Just an idea, but perhaps it means that such premiums will be forced to pay out greater bonuses and since that is the case that will add to the disincentives the issuing authority has in offering loans. Difficult to interpret a graph I can't see ;-)
Incidentally with my MOD hat on - why have you made this non-pro - it is rather a specific banking term and the context is not exactly "one brief look at a dictionarry and I'd have my answer" - which is how I always view non-pro answers. Do you mind if I upgrade it?
