En aquest cas, crec que en català i en anglès seria el mateix:
reificar
v. tr.
Transformar (una idea, una qualitat, una funció) en una cosa, concebre-la per analogia a l’estructura de les coses.

You could also use "objectification" if it pleases you.
En aquest cas, crec que en català i en anglès seria el mateix:

: Hmmm. What about it being a typo for "verificació"?. You can always count on "funcionaris" using a vocabulary as "enrevessat" as possible and more, but this one would be the champion...
