It is 'at large' - unfettered rather than, laughably, like a criminal on the loose.

Also needs more context, such as : civil (open-ended injunction etc.), court martial (a dishonourable discharge) or criminal (discretion as to sentencing).

Has a non-England & Wales feel to it (Scotland, Isle Man or Channel Islands), but still nominally a 'UK Court'.
Example sentence:

at large: Free from confinement, control, or restraint.
