That doesn't make any sense to me. The text is repeated almost word for word, except the first time it says "BA" and the second "BA and licentiate". The second also has several typos.

The form of the Guatemalan Spanish is rather grandiose/pompous, and can be rendered in various ways. I would suggest something along the lines of:
Francisco Marroquin University
XXX, having complied with all legal and academic requirements of the Institute of Political Studies and International Relations, is hereby awarded this diploma, accrediting his/her Bachelor of Arts degree in Political Studies and International Relations.

The present diploma, in which his/her Baccalaureus Artium and Bachelor of Arts degree is accredited, is awarded....

I usually tend to avoid Licentiate ("Licenciada") as the equivalence of University qualifications tends to be moot and the subject of discussion over the years.

Although the asker has bailed, I voted this a PRO query because of the several possible ways of rendering it. The area of academic qualifications can be a minefield, and choosing the Goldilocks version isn't always easy.
