Possibly ... texts that wouldn't usually need translating if not for the Covid situation? For example, maybe they didn't have to issue this kind of report otherwise, or send it by mail.

agree Domini Lucas : My husband's a teacher (UK though). This seems to fit with the educational experience on teacher & student ends over the past few months, having to regularly change ways of doing things at short notice, "jumping to it" to keep up with latest guidelines.
