"restocking fee" is self-explanatory - it's the fee charged to the buyer who returned the purchased good, nominally to pay for the trouble it takes to "put it back in the shelf in the stock / in the warehouse".
Basically a "restocking fee" (that is always announced at the time of buying) makes the buyer pay for the hassles caused to the seller by buying something and then returning if and asking for a refund.
Not the confused with the "cost of returning good" by post or courier - the "restocking fee" is deduced from the shop price of the returned goods - nothing to do with cost of delivering or sending the goods back (by post or by courier) .

that's an exception to the general rule that you can claim back 100% of the paid price ("shop price" paid to the seller, not including possible added transport or postal costs) when returning goods

An example, to make it clearer:
some car part costs 1000.
you buy it at the counter (for 1000) and take it with you. Some time later you bring it back (you don't need it any longer, for whatever reason). The shop will take it back (if still in the original packaging/unopened, depending on their Terms and Conditions) and will give you your money back, minus a "restocking fee" of X% if one was announced at the time of sale.
If you have the part delivered to you, there are costs of delivery (and of sending the part back) - these costs may or may not be reimbursed to you, but it has NOTHING to do with the "restocking fee".
so it's not about "трошкови враћања робе" (that would include the transport back to the seller) but "трошкови враћања робе у складиште"

I'm not aware than charging a "restocking fee" is a current practice in Serbia, so you need a translation that is understandable but different from anything else used in the same context.
