Logic and language would suggest it is the center, and its acivities that are "initiated", opened up, or got under way. It does not seem to refer to intiating persons.

agree Steffen Walter : ... although I'd phrase this differently because it's a list of activities presented in a CV: "... initiated (clinical) trial centre, trained investigators and trial staff, ...".

Initiierung = Vorgang des Einführens in eine Gruppe, Amt oder anderen persönlichen Seinszustand

Zentrum is translated as clinical skills centre (from: Medical Education for the Future; Springer, Volume I, 2011). It regularly pops up in numerous texts about medical training.

disagree Steffen Walter : Looking more closely at the context provided by the asker, this is not what is meant: we are talking about a "Studienzentrum" (clinical trial centre/center) here.
