Usually it's just cc or c.c., meaning "carbon copy", that a copy of a document, usually a letter, is sent to a particular person/s. Otherwise you can just say, if it makes more sense in the context of your certificate, "copy to". The "communicated" part is largely redundant in English (although that could be dependent on the actual context).
