conflict hazard
pan Krankowski's conflict proneness sounds perfect, but i'm still tempted to coin something like "conflict hazard", 'cuz hazard [or RISK, for that matter] is something that is routinely measured and may prove helpful as a quantitative parameter in some contexts.
xampl:
"nuclear conflict hazard" (www.fema.gov/pdf/rrr/6-ch-f-2.pdf)
[i don't believe i stand any viable chance with this one, though]
