This is clearly "Approval of the Armed Forces Operations Authority to xxx", but what is ﺍﻹﺮﺘﻔﺎﻋﺍﺕ in this context?

I've not got all the Arabic letters but if it's what I think it is it could be "altitudes" for military aircraft, not enough context to decide. PS you can enable an Arabic facility from the control panel and your keyboard switches to Arabic upon shift+alt

Yasser - the order appears from right to left on the webpage on my screen. I think this problem is due to my not having an Arabic keyboard and having to use the "insert" facility instead to write Arabic. My apologies for the problem.
