This sounds like a masterpiece of bureaucratic jargon! it's totally meaningless/misleading for any outsider (outside the police bureaucracy) in UK and a fortiori abroad!

From the explanation given these are "officers" (employed by the state) without being proper / real police officer ["designated officers" don't do/can't do "front line duties"], as it logically follows from:

Northumbria Police has appointed designated officers to undertake tasks and responsibilities, that were previously undertaken by police officers.

This sounds vaguely like the police version of "civilians employed by the Army" - but it's only the first impression. It depends on what exactly these "designated officers" are employed for and what is extent of the powers/authority.

Any more information on what are these "designated officers" exactly doing? What's the difference between them and PCSOs?

Translating litterally the "designated" part seems to me pointless - no one would understand for what they are "designated" ...
