Does both "remembered" here means "unforgettable"? Because it seems not describing some feelings experienced before.

I think in both instances he is referring back back to something he can remember, in the first case possibly memories associated with such a place, or possibly because that sort of place induced memories in general, and in the second place a tightness in the throat which he had experienced when he was completely human.
